Joseph D. O'Neill, P.E.

Mr. O'Neill holds a B.S. in Civil Engineering and an M.S. in Structural Engineering from the University of Connecticut, and is a registered Professional Engineer in all six New England states. He founded O'Neill LLC in 2025 to provide independent forensic engineering services to clients throughout the region.

His forensic practice is built on a foundation of direct, hands-on design experience. Before transitioning to forensic work, Mr. O'Neill spent years as a practicing structural and site civil engineer — designing new structures, overseeing construction, and reviewing construction document packages across residential, commercial, municipal, and industrial project types. That experience is not incidental to his forensic work: it is central to it.

When Mr. O'Neill evaluates a damaged structure, assesses a construction defect, or analyzes a premises liability claim, he draws on the same understanding of structural behavior, load paths, building code requirements, and site design principles he applied as a licensed design professional. This dual background — as both a creator and an analyst of the built environment — distinguishes his forensic practice and enables thorough, technically grounded opinions.

Site Civil Engineering Foundation

Design experience in site grading, drainage, stormwater systems, ADA accessibility, and means of egress provides the technical basis for forensic assessments involving premises liability, code compliance, and site-related claims.
